Celsius and Fowler Group developing 24 villas and apartments in Exmouth

We commenced the construction of 24 one-and two-bedroom villas and apartments in the Exmouth Marina Village in July 2022, following the acquisition of Lot 38 Murat Road with joint venture partner the Fowler Group with an ambitious goal of having stage 1 complete by mid-April 2023.

At the start of 2022 Plus Architecture was appointed to design the accommodation complex in a resort style setting inclusive of a swimming pool and BBQ area.

Plus Architecture was able to complete the design and obtain a Development Approval from the Shire of Exmouth by late April. Recognising an opportunity for substantial additional housing to be constructed in Exmouth quickly, the Shire of Exmouth has been supportive throughout the planning and building licence approval phase.

Fowler Group Principal, Bob Fowler said “We were pleased to undertake this important development in Exmouth to provide high quality accommodation at the Marina. To expedite the project, we appointed local builder DLR Building Co., owned and operated by Peter Dellar, to construct the development. Peter has been instrumental in assisting our team of consultants over the past few months and his exceptional track record as a local builder is second to none. We have an ambitious target of having the first stage of 14 villas complete ahead of the total solar eclipse in April 2023 with the 10 apartments to follow shortly thereafter. Despite the current construction environment, we are confident that DLR Building Co. is best placed to meet this goal. On a recent site visit we were pleased to see more than 20 construction workers working onsite and the development will support a significant number of jobs throughout the construction.”

The dwellings are being built so they can be strata titled and either rented long term or sold to individuals in the future. An initial two-year lease to PHI has assisted in bringing the development to fruition in a timely manner whilst ultimately adding much needed additional accommodation to the town and assisting in building out the marina precinct. We are excited to be part of an initiative that sees offshore development provide a postive contribution to the town of Exmouth for years to come.

PHI Aviation

In February 2022, PHI was selected to fulfil a two- to three-year aviation services contract in support of Woodside Energy’s Scarborough Project, an offshore development located approximately 375 kilometres west-north-west of the Burrup Peninsula.

The contract will see PHI transport personnel from Learmonth Airport to offshore sites in the Carnarvon Basin off the Northwest coast of Australia. The contract will be delivered from an operating base in Exmouth, utilising a fleet of offshore transport and search and rescue-configured Sikorsky S-92 helicopters, to provide daily passenger transport and 24/7 aviation support services.

To support its operations, PHI requires accommodation and living quarters for its personnel along with suitable hangar facilities to house its aircraft. Celsius is developing the housing required in the Exmouth town and Corsaire Aviation is developing the required aircraft hangarage facilities at the Exmouth Aerodrome.

PHI Aviation Commercial & Business Development Director – APAC, Gordon Watt, said the organisation was delighted to partner with two locally-based businesses to enable the developments in Exmouth.

“Without the commitment of Celsius and Corsaire to pursue these exciting developments to support our operations, PHI would not have been able to provide these critical services from Exmouth”, Mr Watt said.

 

Aircraft Hangarage

Corsaire Aviation is a local Western Australian-owned and operated aviation business focused on providing fixed wing and rotary services to the oil/gas, mining, and tourism industries. Corsaire employs just over 40 local employees, including three apprentices, and operates over 20 aircraft. Exmouth has been an important hub for Corsaire for many years supporting heritage survey, search and rescue, flood relief operations and other initiatives throughout the Pilbara and Gascoyne regions. Founder and director Luke Wyllie welcomed the opportunity to support PHI in this project by building a purpose-built hangar and office space at the Exmouth light aircraft strip, to allow PHI to house and maintain its helicopters in Exmouth.

To complete this project, Corsaire has appointed Western Australian-based company Norwest Shed Masters to build a large purpose-built hangar to house three of PHI’s S-92 helicopters. All products are locally designed and manufactured in Western Australia. Corsaire has engaged several local WA trades workers, including junior trade assistants, to complete this project.

In addition to the new hangar, Corsaire will be providing first-class offices, which will be sustainably manufactured and hold a 6-star energy rating. They have been purpose-designed to be able to withstand the harsh conditions Exmouth endures, and to be re-purposed, if necessary, on completion of the project.

Corsaire is proud to partner with PHI on this project and look forward to completing the build. Improving the infrastructure at the Exmouth airport will support sustainable growth for Exmouth, and continue to provide jobs for locals, outside of the tourism industry for years to come.
